Role Purpose
Lead and manage the Accidents Investigation Section of Dubai Civil Aviation Authority (DCAA). Drive investigation process for accidents/incidents to produce related reports in accordance with International, federal and local requirements. Determine the appropriate recommendations and preventative actions to achieve DCAA objectives.
Key Responsibilities/Duties
A. Functional:
- Accident Investigation: To manage non-Annex 13 accident investigations and produce investigation report. Participate in Annex 13 accident investigation as team member to represent Emirate of Dubai.
2. Data Management: To manage, Collect and collate investigation data from various authorities and present at the scene of accident/incident. Organize and analyze accidents and incidents involving aircraft in the Emirate of Dubai.
3. Policy Development: Develop, review and implement investigation procedures to ensure compliance with international and federal standards and regulations. Ensure compliance of Airport Emergency Plan in relation to airport bomb threats and acts of unlawful interference Procedures as well as the crisis management.
4. Audit & Inspection: Ensure meticulous audit and inspections are carried out by coordinating and overseeing the post- accident investigation report.
5. Safety Recommendations: Issue safety recommendations to prevent recurrence and conduct the investigation in accordance with the legislation and international and national laws. Investigate the acts and activities that pose danger, and which affect the safety of the airspace in the emirate.
6. Reports & Directives: Ensure issuance of official reports of the aircraft accident and incident which do not fall within the standards and recommended practices. Issue directives and circulars necessary matters relating to aircraft accidents and what might cause them dangerous.
7. Ensure compliance with non-disclosure and confidentiality agreements, as well as DCAA security policies, to safeguard both government and DCAA confidential information. Address and rectify any ISR audit findings, promptly report security incidents, and engage in ongoing security awareness training to prevent unauthorized access or disclosure.
8. Perform other job-related duties as may be assigned from time to time.
B. Managerial:
1. Strategy: Set, communicate and oversee implementation of the Section strategy in line with the overall objectives, mission and vision of DCAA.
2. Budget: Set, consolidate, review, monitor and allocate the Section budget; and forward to the Director for further approval
3. People Management: Provide direction and manage subordinate staff in performing their delegated tasks; Provide professional development opportunities and perform periodic performance appraisals for reporting staff (in coordination with the HR) and recommend incremental increases and levels of financial rewards, e.g. bonuses and annual pay rises for staff
4. Training & Development: Ensure that all direct reports acquire the required skills and knowledge through appropriate training programs (in coordination with the HR).
5. Policies, Procedures & Processes: Ensure that the performance of various assigned tasks, and the conduct of staff within the Section are in accordance with the Section's policies and procedures.
